According to the Federal Network for Sustainability, a typical office staff uses approximately 10,000 sheets of paper annually. Paper made from recycled fibres, processed without chlorine, and certified as environmentally preferable by a credible third-party certification scheme, provides an excellent option for reducing or avoiding the harmful environmental effects of regular papermaking. The production and supply of environmentally preferable paper and paper products can reduce energy and water usage, mitigate the harmful effects of chlorine in the effluent from paper manufacturing plants, and ensure that virgin fibres (i.e. when papers are not composed of 100% recycled content) are sourced from a well-managed forest that protects biodiversity.
With higher recycled content paper products found to be often more expensive than conventional virgin paper products, businesses have considered and deployed more efficient practices in order to reduce the overall amount of paper used and overcome the product supply price differential. A common first step has been switching the default settings on all printers, copiers and fax machines to double-sided (duplex) printing; this action has been determined to reduce paper consumption by up to 40 percent. Prioritizing electronic over print communications can be another effective strategy. Another strategy that is gained popularly and adoption is the setting up of "paper sharing stations" next to each printer and copier that provide discarded paper that has been previously printed on one side for secondary uses such as draft and/or internal documents.
It has been proposed that if an organization is shifting from conventional paper that exclusively uses pulp from virgin sources to alternative 100% post consumer waste (PCW) or 30% PCW papers*, total paper consumption would need to be reduced by 26 percent or 7.5 percent, respectively, to offset the higher added cost of the recycled paper supply. When combined with additional cost-saving practices such as bulk buying to reduce shipping costs or purchasing from a cooperative contract or group purchasing organization, the end result can be both environmentally advantageous and net financial savings.
|
*According to a 2004 Responsible Purchasing Network survey, 30% PCW paper and 100% PCW paper can involve increased costs of 8 percent and 36 percent per ream versus paper from virgin sources. )

Recyclable
|
(Without an outer black circle)
The symbol signifies that a material or product can be recycled. However, the material or product does not necessarily contain recycled material. Regarding papers, this symbol is not very meaningful since almost all papers are recyclable.

|

Recycled
|
(Solid arrows within an outer circle)
This symbol signifies that the product is made from recycled materials. If there is no qualifying statement, this symbol implies that the product is composed of 100% recycled materials.
|
Note:
Post-consumer: Material that has completed its life cycle as a consumer item and is reconstituted into post-consumer recycled fibre.
Pre-consumer: By-products generated after the manufacturing process is completed and then reconstituted into pre-consumer recycled content. |

| Chlorine Free Bleaching Paper |
Chlorine free paper is an environmentally preferable alternative to traditionally bleached paper. There are two categories of chlorine-free virgin papers – "Totally Chlorine Free (TCF)" and "Elementally Chlorine Free (ECF)". TCF paper is produced with pulp that has been bleached without any type of chlorine, or that has not been bleached at all. ECF papers are produced from pulp that has been bleached with a chlorine derivative such as chlorine dioxide (ClO2), but without elemental chlorine (Cl).
Regarding recycled papers, there is also "Processed Chlorine Free (PCF)", which means that no chlorine or chlorine derivatives were used in the recycling process, but that papers which were originally bleached with chlorine or chlorine derivatives may have been used as feedstock.

| Ecolabelled Paper |
The majority of ecolabelling schemes operating around the world have been designed to comply and are managed and operated in compliance with the International Organization for Standardization's ISO 14024 guidance standard. Thus, these "Type I" schemes involve third--party certification and consideration of full life cycle impacts in the determination of environmentally preferable product and service criteria. Some of the key criteria contained in the ecolabelling schemes criteria sets (i.e. "voluntary standards") also require compliance with applicable legislation.
Although the ecolabelling criteria requirements for paper products vary among different regions' and countries' schemes, they usually address environmental impacts from the raw material inputs, production processes, packaging and disposal. Displayed below are eleven (11) credible ecolabels that appear on products being marketed in Hong Kong. |

GPET™ stands for "Green PET" products. GPET™ product series are made with 80% - 100% post-consumer recycled PET bottle. High quality recycled bottles are cleaned, crushed, pressed into bales, shredded and refined into flakes.
These flakes are then transformed into yarn, fabrics, and then used to create products like shopping bags, umbrella, T-shirts, etc. According to the Environmental Protection Agency (EPA),
2/3 less energy is required to manufacture products made out of recycled plastic. Other studies show that the production of recycled plastic requires 2/3 less of sulphur dioxide emission, 50% less of nitrous oxide emission, and almost 90% less water usage. The more recycled plastic you use, the more you contribute to the earth. |

| Green Council Participated in UNEP Training Workshop |
| |
 |
As an invited representative from"Asia's World City", a city whose leaders have expressed a desire and commitment to transform Hong Kong into a genuine green city, it was my great honour and privilege to have participated in UNEP's recent Training Workshop for Sustainable Public Procurement. At this highly informative and positive event, I had the opportunity to learn about, and offer my comments and suggestions regarding many aspects including the potential establishment and functioning of an Asia Expert Network on Sustainable Public Procurement.
Please refer to the UNEP MTF SPP Newsletter.
As the Chief Executive Officer of the Green Council (www.greencouncil.org), a founder and initiator of the Hong Kong Green Purchasing Charter (www.HKGPC.org), and a member of the International Green Purchasing Network (IGPN –www.igpn.org), I intend to continue working closely and collaboratively with other local green purchasing practitioners and advocates, while also applying what I learnt at the UNEP Workshop to further promote and advance green and sustainable procurement in the public and private sectors in Hong Kong."
